Licensing Requirement – Where Agents Can Sell
Agents may sell CICA Life of America products only in states where they hold an active license.
If agent received or renewed a new License agents do not need to notify CICA LIFE OF AMERICA that the licensing issue has been resolved, as the system will update automatically. Sircon automatically updates licensing information when a new state license is added.
Just-in-Time (JIT) Appointment Process – Overview
CICA Life of America follows a Just-in-Time (JIT) appointment model.
This means:
• Agents are appointed in a state only after submitting their first application in that state
• Appointment processing begins automatically at time of sale
• Agents do not need to request appointments in advance
Appointment Acknowledgment & Pre-Authorization
During application submission:
“Are you seeing a pop-up message that says:
‘The selling agent is not appointed to sell insurance for CICA Life in this state. Once an application is submitted in this state, an appointment will be requested from the state…’?
If yes, this is not an error. CICA Life requests the appointment at the time of submission. Please click ‘Yes, I acknowledge the statement above’ and continue with your application.
If you are instead seeing a red error message saying you are not allowed to sell or submit business in that state, please confirm your license is active with the state. If your license was recently issued or renewed, please allow 3–5 business days for our system to update, then try again.”
• An Appointment Acknowledgment appears after clicking ‘Next’ in Step 1
• Agents must select ‘Yes, I acknowledge the statement above’ to continue
• At the end of Step 2, a pre-authorization request is initiated
Note: This is a precheck and not the actual state appointment filing.
10-Day Appointment Window – Critical Rule
State appointments must be completed within 10 calendar days of application submission.
If the appointment is not completed within 10 days:
• The application is marked as failed
• The application must be rewritten
Appointment Statuses – Agent Clarity
Common appointment-related statuses include:
Pending Appointment:
• State approval is pending
• No issue with the initial submission
Appointment Request Pending:
• A reason is provided in the system
• Agent action is required to resolve the issue
Failed to Appoint:
• Appointment was not completed within 10 days
• Application is canceled and must be rewritten
What Happens After 10 Days
After 10 days in a pending appointment status:
• The application is canceled
• Even if appointment approval occurs later, the agent must submit a new application
Agents do not need to notify CICA Life of America when licensing issues are resolved; the system updates automatically.
Second Appointment Attempt
If an appointment attempt is unsuccessful:
• The agent has 6 days to correct the issue
• CICA Life of America will make a second appointment request on day six
State-Specific Rules – Montana
In Montana, an appointment becomes effective on the earlier of:
• The date the agency contract is signed, OR
• The date the insurer files the appointment with the DOI
If the DOI disapproves the appointment, it is void from the date of disapproval.
State-Specific Rules – Pennsylvania
For insurers with 50 or fewer transactions per calendar year:
• Pennsylvania accepts a Monthly Appointment Activity Report
• The report is submitted in paper form
• Due within 30 days after the end of each month
Department of Insurance (DOI) Oversight
The DOI regulates licensing and appointment timelines.
Missing required appointment windows may result in:
• Appointment denial
• Appointment invalidation
• Application cancellation
